Refugee settlements face a particular risk from such disruptive events due to their precarious built environment and socio-economic situation. The SPUR and PLUS research groups at ETH Z\u00fcrich, in collaboration with UNHCR and the Swiss Development Cooperation (SDC), thus seek to support UNHCR field staff in mapping flood risks and developing risk mitigation strategies: A three-part toolbox for safer and more sustainable refugee settlements.<\/em><\/p>\n<p><!--more--><\/p>\n<p>As of mid-2022, there are an estimated <a href=\"https:\/\/www.unhcr.org\/refugee-statistics\/\" target=\"_blank\" rel=\"noopener\">103 million forcibly displaced people<\/a> worldwide. This number is expected to rise due to the changing climate, with refugee camps likely to expand. Although they are still the standard solution in the humanitarian context, refugee camps are perceived as the <a href=\"https:\/\/www.unhcr.org\/protection\/statelessness\/5422b8f09\/unhcr-policy-alternatives-camps.html\" target=\"_blank\" rel=\"noopener\">least desirable form of humanitarian housing<\/a>.<\/p>\n<h3>Climate Change Increases Natural Hazards<\/h3>\n<p>At the same time, climate change increases the frequency and intensity of natural hazards, putting refugee settlements at particular risk. That is due to their precarious socio-spatial situation, often featuring remote locations and temporally built structures fueling the socio-political vulnerabilities of the displaced residents.<\/p>\n<p>Managing the risk from natural hazards is, therefore, essential to ensure sustainable and safe settlements. <a href=\"https:\/\/www.preventionweb.net\/publication\/integrated-risk-management-its-importance-protecting-people\" target=\"_blank\" rel=\"noopener\">Integrated risk management<\/a> focuses on preparing for, responding to, and recovering from natural hazards. It is based on participatory, multi-scale and cross-sectoral, iterative and long-term processes, among other aspects. This approach seems to be a hard fit with refugee camps that are often subject to short-term planning, isolated housing solutions, and fragmented governance structures.<\/p>\n<figure id=\"attachment_20237\" aria-describedby=\"caption-attachment-20237\" style=\"width: 760px\" class=\"wp-caption alignleft\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-20237\" src=\"https:\/\/xoxo.capsule.ch\/wp-content\/uploads\/2023\/03\/Workshop_Geneva-scaled.jpg\" alt=\"\" width=\"760\" height=\"456\" \/><figcaption id=\"caption-attachment-20237\" class=\"wp-caption-text\">UNHCR field officers testing the GIS Tool during a workshop in Geneva, February 2023, Source\/\u00a9: Authors, ETH Zurich<\/figcaption><\/figure>\n<h3>Providing a Toolbox<\/h3>\n<p>In the face of these challenges, the <a href=\"https:\/\/spur.ethz.ch\/research-overview\/humanitarian-planning-and-housing.html\" target=\"_blank\" rel=\"noopener\">Humanitarian Planning Hub<\/a> at <a href=\"https:\/\/spur.ethz.ch\" target=\"_blank\" rel=\"noopener\">SPUR<\/a> and the Chair of <a href=\"https:\/\/plus.ethz.ch\" target=\"_blank\" rel=\"noopener\">Planning Landscape and Urban Systems (PLUS)<\/a> at ETH Z\u00fcrich collaborate with <a href=\"https:\/\/www.unhcr.org\/shelter.html\" target=\"_blank\" rel=\"noopener\">UNHCR<\/a>\u00a0and the Swiss Development Cooperation (SDC) through the <a href=\"https:\/\/www.unhcr.org\/geneva-technical-hub.html\" target=\"_blank\" rel=\"noopener\">Geneva Technical Hub<\/a>. This collaboration aims at supporting UNHCR field officers in identifying and mapping flood risks and developing risk mitigation strategies for refugee camps. To do so, the project provides an innovative toolbox comprising three integrative parts:<\/p>\n<ol>\n<li>A participatory risk mapping methodology, valuing and using local knowledge and fostering cooperation and synergies with local actors, plans, and knowledge.<\/li>\n<li>An easy-to-use GIS tool to create flood risk maps next to operational and practical risk mitigation strategies for refugee settlements.<\/li>\n<li>A catalogue of risk mitigation measures with a comprehensive overview of flood risk mitigation measures adequate for refugee settlements.<\/li>\n<\/ol>\n<p>During a workshop in February 2023, UNHCR field staff from across the globe were trained using the three-part toolbox, with in-field testing being underway in several refugee settlements. Currently, her research focuses on understanding how the interactions and\/or actions of humans shape landscapes at various temporal and spatial scales, using different land-use decision models in forecasting and backcasting modes. He serves as the Deputy Director of the <a href=\"https:\/\/irl.ethz.ch\" target=\"_blank\" rel=\"noopener\">Institute for Spatial and Landscape Development (IRL)<\/a> and as the Deputy Director of the <a href=\"https:\/\/www.nsl.ethz.ch\/en\/\">Network City and Landscape (NSL)<\/a> (both at ETH Z\u00fcrich). He is an urban studies scholar with an interest in planning, policy, and migration studies. His research motivation is to understand and contribute to sustainable, democratic, and just urban development through policy-making and planning.
